Master in Hospital and health services management and administration 2016/17

Introduction

Health management has evolved very significantly since 1989, year was given the first Master in Hospitals and Health Services Management and Organization at the Polytechnic University of Valencia. During this time the group of professor members and associated of the Center for Research in Economics and Health Management (CIEGS by its acronym in spanish) have adapted the program to the changes that have occurred in information systems, finance, new forms of management and other innovations.

The program presented in this edition integrates the experience that has been accumulated over twenty years of work by our professors group has taught in Spain and several Latin American countries, has also supervised doctoral thesis and participated in projects of cooperation and investigation.

Over the past decade the education new technologies have been integrated actively in the teaching methodology, now thanks to advanced teleconferencing tools, we are able to offer a completely flexible on-line program giving the opportunity to attend classes and tutorials live, or in person if the student has the time and geographical accessibility required.

The online edition is a response to the changing needs of our students and involves the incorporation and use of education new technologies. The Polytechnic University of Valencia offers the Adobe Connect tool that with a classroom ready, the student can continue the class from home and also allows the possibility of interact in real time via webcam or chat. Or viewing later as we record the lesson.

In short, the Postgraduate master’s program in the current edition is divided into 2 Postgraduate courses that are:

Objetives

To provide health professionals and degree the training and knowledge and skills in the area of health economics and health management, as well as in training in research techniques and project development to enable them into disease management and the management of health care centers.

To whom is this master?

Preferably doctors and nurses with an interest in the management and coordination of organizations of sanitary practices. It also is aimed to degrees in business administration, economists and managers wishing to enter, train and further develop in technical skills and knowledge related to administration and management of hospitals and health and disease management from a perspective eminently practical.

HOSPITAL MANAGEMENT AND ORGANIZATION

Description:

    Organization of health services: The structure of the organization. Relationships in the organization. Functional programming assistance. The major functional blocks: ER, surgical block, Central Services and Outpatient. Hospitalization: medical and nursing organization. Organization of new health care services. Short-stay surgery and hospitalization at home. The management of general services.

Objetives:

    The student must know the traditional hospital organization and processes and understand the importance of clinical management.
    The student must know the design of quality systems and hospital safety.
    The student must know the management of large functional blocks care: Emergency, surgical block, central and Outpatient Services, Hospitalization, new health care services organization.

HUMAN RESOURCE MANAGEMENT

Description:

    Human resources strategic management. Human factor and strategy. Motivation and satisfaction. Performance evaluation. Management styles. Leadership. Teamwork. HR audit. Training plan.

Objetives:

    The student must know the conceptual and methodological framework to recognize systemic and strategic focus of the current Human Resources Management and Staff importance to achieve the objectives.

DESIGN AND ARCHITECTURAL STRUCTURE OF HEALTH SERVICES

Description:

    Architectural design of hospitals. Space planning. Health center design.

Objetives:

    The student must know the architectural production scenarios in the specific area of ​​hospital architecture in each of its phases: creation of the program, project development and execution of the works.

ETHICS, LAW AND HEALTH

Description:

    Law and health legislation. Civil liability. Bioethics. New health technologies and health ethics.

Objetives:

    The student will gain knowledge to promote dialogue between the different disciplines that converge in the area of ​​health with the ultimate goal of providing users with comprehensive care system framed in respect to the legal and ethical rules.
    The student must know the legal and ethical framework of daily practice of health professionals to boost interest in knowledge of the Rights and Duties of persons in relation to the Health Services.
    Methods will be explored to promote respect for the legal and ethical standards in daily practice, communication of Informed Consent in various situations.

HEALTH ECONOMICS

Description:

    Health output measurement. Health demand and supply. Health production function. Health production costs.

Objetives:

    The student must know the extent of health outcomes (output).
    The student will become familiar with the characteristics of supply and demand for health services, the health production function.
    The student will become familiar with the measure of health effectiveness: 1) Borders efficient health production functions and 2) Determination of hospital inefficiency: DEA (Data Envelopment Analysis) method.

COST ANALYSIS AND INTERNAL CONTROL

Description:

    Costs definitions and types. Decision making. The cost of the sections. The cost of the health service.

Objetives:

    The student must know the different types of costs and their involvement in the production.
    The student must know the cost analysis methodology in health services, and to interpret the results.
    The student must know the control system design cost management.

PAYMENT SYSTEMS AND FINANCIAL MANAGEMENT

Description:

    Financial management. The sources of funding. The cost of funding. Operation financial system. Investment selection models.

Objetives:

    The student must know the different functions of the CFO, existing funding sources and the cost of borrowed funds to long and short term.
    The student will study the resource allocation systems between funders and providers.
    The student must know the risk adjustment systems for health financing.

PROJECT MANAGEMENT

Description:

    Project management methodologies. PRINCE2, MSP, PMI. Tools. Six Sigma, RUP, Logical Framework, Contract Management. Computer Applications. ProjectInABox, OpenProj, MS Project.

Objetives:

    The student must know the project management tools.
    The student will make a practical application with these tools for a project in the health field.

STRATEGIC MANAGEMENT AND MARKETING

Description:

    Planning and Strategic Management. Outline of Strategic Management. The vision / the mission. Environment analysis. Internal analysis. Determination of strategic alternatives. Strategic control. The strategic plan of a hospital. Marketing and satisfaction of needs. The Marketing Mix. Marketing applied to hospital.

Objetives:

    The student must be able to perform environment analysis and internal analysis of the organization to make decisions that will lead to fulfilling the vision and mission of the organization.
    The student must know the strategic alternatives as well as control and strategic plan of the hospital.
    The student will gain knowledge of marketing applied to healthcare organizations.

POLICY AND HEALTH MANAGEMENT SYSTEMS

Description:

    The evolution of the welfare state and its crisis. International trends in the organization of health services. The financing and purchase of health services. The reforms have been made. Proposals to evaluate the results.

Objetives:

    Social systems are regarded as essential for economic growth. In Europe, the social system has been linked to the notion of the welfare state. This concept includes universal access to social services, health and education.
    For the purpose to study health policy and health systems we will review the theories that explain the evolution of the welfare state and its crisis. We also study and evaluate the reforms results of the main models of health systems organization that have been made and proposed to.

HEALTH PLANNING

Description:

    Health planning. Types of planning. Stages of planning. Needs assessment and analysis of results. Determination of priorities. Evaluation.

Objetives:

    The student must know the need for good health planning for improving population health, how to predict the future from the current situation. They study two possible approaches and / or complementary.
    a) Planning based on health problems / needs. Epidemiology.
    b) Planning based on health determinants. Social Sciences.
    The first allows to identify the level of health and track improvement, while second enriches the repertoire of possible actions, including those that are outside the health service.

PLANNING AND DISEASES MANAGEMENT

Description:

    Models and components of disease management program. Identification of the program’s target population. Interventions related to the organization. Interventions with professionals. Interventions with patients.
    Evaluation of disease management programs. How is making the management of diseases in different health departments in Valencia.

Objetives:

    The student must know the tools necessary for the efficient management of patients with chronic diseases that have an impact on improving the quality of care and quality of life for themselves.

ASSESSMENT OF MEDICAL TECHNOLOGY

Description:

    Methods of economic evaluation. The equitable distribution of medical technology. The variability of medical practice and appropriate use of medical technology. Ethics and technology. Priorities in the assessment of clinical conditions and medical technology.

Objetives:

    We will study the variability in the distribution of medical technology, medical practice and proper use of it.
    We will study the methods of medical technology assessment in terms of efficiency and effectiveness considering the results and cost of it and the results and usefulness in terms of health gain obtained as requirements to take decisions on the incorporation of new technologies in health services.

EVIDENCE-BASED MEDICINE

Description:

    How to perform a literature search. The formulation of clinical questions. In search of the best evidence. Appraising the evidence. Using the evidence.

Objetives:

    The student must know the different Databases literature search and how to perform the necessary searches for the answer clinical questions.
    In addition, the student must be able to perform a systematic search for research.

INTRODUCTION TO STATISTICAL METHODS

Description:

    Introduction to statistics. Descriptive statistics. Random variables and main probability distributions. Introduction to multivariate analysis. Case studies applied to the health organization.

Objetives:

    They recall basic concepts of descriptive statistics and functional, they are increasingly frequent application in medical science.
    This review or revision elemental ideas begin with the statistical population, observed variable and frequency, as well as more common tools for graphical representation of stochastic phenomena, frequency polygons and histograms.
    Probability functions that best idealized frequency polygons are in many phenomena, including the Normal or Gaussian distribution, binomial and Poisson.
    Devote some space to the sampling of populations indicating its main forms, formulas for calculating sample sizes and certain issues relating to sample inference.

INFORMATION SYSTEMS

Description:

    Information systems and quality of care. Information Sources in health care environment. Integration systems of information (MDS, DRG, APG, APD, CRG, etc.). Theory of signs. Families of signs. Perform the management.

Objetives:

    The student must know the various information systems used in clinical management.
    The student should be able to generate their own indicators to their own dashboard according to their management needs: clinical indicators, economic, quality, etc.

PROCESS MANAGEMENT AND OPERATIONS

Description:

    Processes Identification and selection. Why do we need process management? Basic tools for process management. Phases of the business process management. Process management methodologies and philosophies. Business process management systems (BPMS).

Objetives:

    There will be the identification of processes in response to the need for organizations, public and private, manage their activities, internal and external, in an orderly and predictable.
    We will study the application of information technology to the management of health services processes for governance of organizations.

QUALITY MANAGEMENT

Description:

    Quality and total quality. Organizational structure for quality improvement. Establishment of quality policies and objectives. Accreditation as a form of external evaluation of an organization or health service. The manual of standards as a basic instrument of accreditation. Quality accreditation models.

Objetives:

    The student must purchase criteria for quality management, to define what is quality management, namely to consider the conditioning factors involved in the health system related to the management of quality, introduce different systems implementation with more quality.

On Line Metodology

The online edition is a response to the changing needs of our students and involves the incorporation and use of new technologies. The Polytechnic University of Valencia offers the tool ‘Adobe Connect’ (real time) and ‘Policonecta’ (delayed), a classroom ready to continue the class from home without displacement, can also participate in it or record it on video for a later viewing.

The most significant points are as follows

    The registration can be made for courses or full Masters.
    The course will be 100% ON LINE or partially in person with personal attendance at the seminars, although on-line monitoring the student must be satisfied that is connected to the classes that are taught. We use the program ‘Adobe Connect’ from wich classes are relayed in real time anywhere in the world that also allows the possibility to interact in real time via webcam and chat.
    The student has the educational platform of the UPV ‘PoliformaT’ from which you have the necessary documentation, exchange information and enables direct contact with faculty and with students. Also, the subjects are recorded in video and you can watch the teaching units from the servers of the UPV through ‘Polimedia’.

Knowledge Access

University graduates.

Methodology

The course contents have been developed following a methodology of blended learning or distance learning (online training or e-learning) on the experience gained by the direction of own certification, taught at the Polytechnic University of Valencia.

The UPV provide personal access to the Web platform for teaching called PoliformaT. By PoliformaT will have access to the master’s website, where the student agrees, among other utilities, various services, including:

    The text for each unit (in PDF).
    Supplement files to the units.
    Links to videos Polimedia.

By this platform contents of each subject are available to students and through it you can communicate with the administration of the course, other students or any of the professors assigned to each subject.

In addition to written documentation other teaching resources are used for the presentation of content, such as:

    Lesson Telecoferenced.
    Technical and lesson recorded videos.
    Emails.

Students have access to online tutorials with the course faculty through teaching platform tools of the Polytechnic University of Valencia (PoliformaT). They may also communicate with faculty and other students through the internal mail of the course.

Part of the teaching of the Postgraduate Course in Management and Organization of Hospitals and Health Services is done through videos in platform Polimedia. In the Polimedia videos a professional expert briefs descriptions of some field of economics and health management.

Lessons are teleconferenced using multimedia classrooms available in the Permanent Learning Centre (CFP in its acronym in spanish) of the Polytechnic University of Valencia. In these sessions students can interact with the teacher live and online. The dates and times of these sessions will be announced in time by e-mail alerts. We schedule two types of sessions:

    Online tutorials, planned for the resolution of doubts, questions and additional problems on the programme.
    Technical Seminar, a health sector specialist will give some technical content related to their profession and will deal questions on raised issues.

The evaluation of the different subjects will be made according to the appropriate criteria of faculty, but usually it must be carried out a test of multiple response that will take place online.

Certification

The accomplishment of the first course allows to obtain 30 ECTS and the certification: Specialization Diploma in clinical management.

The accomplishment of the second course allows to obtain 30 ECTS and the certification: Specialization Diploma in Hospital management and administration.

For the Masters certification, students must have completed both courses and the 60 credits progressed. The student must also make an individual research project or practical application (dissertation with a weight of 5 credits) tutorized by a professor linked to teaching program. It may also have external co-tutors when the topic to deal requires it by request of the student.

SIt will be made available to enrolled students documentation prepared by the faculty of the course. This documentation is available electronically on the teaching platform Poliformat from the UPV. Also, be complemented by diverse digital information such as technical notes, application notes, divulving and technical magazine articles, etc.
